Fort Collins' city council spent its October 27 work session on three staff presentations: the city's housing action plan, the homelessness response system, and a proposed licensing program for tobacco retailers. All three were discussion items; the council took no votes.[^1]

The housing action plan focuses on affordability, diversity of housing types, and accessibility. Strategies staff laid out include monitoring how land use code changes affect housing, evaluating new development incentive opportunities, and streamlining the search process for affordable housing.[^1]

Staff presented the homelessness response system along with its strategy and funding. The system is built around prevention, access to supportive services, and increasing exits to stable housing, using tools such as housing problem-solving, rapid rehousing, and permanent supportive housing.[^1]

The third item, called the Tobacco Plus licensing and enforcement program, would regulate the sale of tobacco and similar products in the city, with the stated goal of keeping tobacco out of the hands of kids. Retailers would be licensed, age restrictions enforced, and compliance monitored.[^1]

Because the items were heard in a work session, the council gave feedback but made no formal decisions on any of the three.[^1]
